  • China’s 1 Jul ODS regulatory cluster entered its fifth enforcement week. Ecology departments continue site checks on cold-room, logistics and industrial insulation projects where HCFC-141b polyurethane spray foam, XPS foam HCFC blowing agents and selected HCFC solvents remain prohibited under the 2025 MEE announcements tracked since week 27. Peak-summer delivery keeps HFO/hydrocarbon blowing-agent substitution and recovery documentation under pressure. The MEE 2027 ODS/HFC quota draft (week 24)—including the raised HFC-245fa cross-category transfer cap—remains in public comment; 2027 quota and initial transfer filings are due 31 Oct 2026.
  • The EPA Technology Transitions reconsideration became effective on 27 Jul 2026, closing the countdown flagged in week 30. For non-VRF residential and light-commercial air conditioning and heat pumps, the federal installation deadline for refrigerants with GWP of 700 or greater (including R-410A) is removed where systems are assembled entirely from components manufactured or imported before 1 Jan 2025—distributors and contractors may sell and install that legacy inventory until depleted. Components made or imported on or after that date still cannot be used to assemble a new high-GWP system, while properly labelled “servicing existing equipment only” parts remain available for repair. On the commercial-refrigeration side, interim GWP ceilings (notably 1,400 for supermarket and remote-condensing retail food systems from 2027 through 2032, with colder-storage relief) also take effect, pushing the return of stricter 150/300-class limits to 1 Jan 2032.
  • Litigation over the same rule intensified on the effective date. The Retail Litigation Center, joined by FMI, the American Frozen Food Institute and the National Grocers Association, filed a DC Circuit motion to intervene in defence of the extended commercial-refrigeration deadlines—citing roughly $1.7m in incremental capital cost and a ~22% net-income hit for an average-sized grocery store under the prior schedule. That stance sits opposite week-30’s petition by 19 attorneys general plus New York City and the earlier industry suits (HARDI/ACCA/PHCC, AHRI and allies from weeks 27–29), which warn of AIM-quota mismatch, refrigerant-price spikes and a patchwork of state rules. Echoing week 30’s Spanish ASEDAS vs EIA clash over F-Gas timing, both sides of the Atlantic are arguing “delay for deployability” against “keep the phasedown tight.”

  • Bosch Group (31 Jul) completed its largest-ever acquisition: the residential and light-commercial HVAC business of Johnson Controls plus the Johnson Controls-Hitachi Air Conditioning joint venture, for about $8bn (≈€7.4bn), contracts signed roughly a year earlier. Home Comfort’s global production network expands from 17 to 33 plants and development sites from 14 to 26; long-term licences cover YORK in the United States and Hitachi in Asia alongside Bosch and Buderus. Integration into the Home Comfort division is targeted for completion by end-2027, with early purchasing and platform synergies hoped for still in 2026. Closing inside the first week of the EPA TT effective window underscores how channel scale—brands, plants and North American/Asian distribution—will shape who can still move legacy R-410A inventory and who leads the A2L/low-GWP refresh.
  • Demand and capacity signals in North America stayed strong. Trane Technologies (coverage 1 Aug) reported record Q2 bookings of $7.8bn, up 39% year on year, with organic bookings up 37% and a record $12.1bn backlog—Americas commercial HVAC the main driver (bookings +50%). Separately, Mitsubishi Electric (30 Jul) will invest about $30m via Mitsubishi Electric US Holdings to form MEHITS US Inc in Mason, Ohio, renovating floor space inside an existing automotive plant (~14,000 m² of ~60,000 m²) for IT cooling equipment, with production planned from April 2027 and a path to liquid-cooling-capable products; systems today come from Mitsubishi Electric Hydronics & IT Cooling Systems in Italy. Also noted from late week 30 (not covered there): BDR Thermea completed its 100% acquisition of Italy’s G.I. Holding (Clint heat pumps/chillers, Montair data-centre cooling, Novair, KTK), expanding European commercial HVAC and IT cooling depth.

  • FAS 2026/550’s household solar water-heating energy-label rules and the mandatory standard GB 26969-2025 (Minimum allowable values of energy efficiency and energy efficiency grades for domestic solar water heating systems) took effect on 1 Aug 2026—the milestone week 30 counted down. Products manufactured or imported before that date may delay labelling until 1 Aug 2028. Firms must keep dual catalogues (FAS 2025/45 for heat-pump and chiller units vs 2026/550 for appliances, lighting, projectors and now solar water heaters) with SKU-level traceability. Looking further, GB/T 18837-2026 for multi-split air-conditioning (heat pump) units still takes effect 1 Nov 2026, replacing the 2015 edition.   • Installer and competence capacity remains the soft constraint as low-GWP equipment scales. The IOR Industry Skills Alliance (announced ~31 Jul) scheduled its next London event for 24 Sep 2026 at London South Bank Technical College—following week 30’s REFCOM 10,000th F-Gas member milestone. On the EU clock, the path to GWP<150 monoblocs by 1 Jan 2027 (now ~five months) and handler-certification harmonisation by 11 Mar 2027 is unchanged: certification throughput, not thermodynamics, still gates how fast hydrocarbon and other low-GWP fleets can grow.

  • Samsung Climate Solutions (1 Aug) launched the DVM S2 R32 commercial VRF heat-pump outdoor range: seven capacities from 22.4 to 56 kW, up to 36 connectable indoor units and 1,000 m total piping. Factory-integrated Wi-Fi/SmartThings, an on-board AI core (adaptive control claiming up to ~25% energy savings, proactive refrigerant-leak analysis, pressure optimisation and active AI defrost extending continuous heating by up to ~40%) and redesigned shut-off valve boxes target faster install and connected operation for offices, hotels and mixed-use buildings. The R32 platform sits beside US A2L/low-GWP refresh under the newly effective TT rule and EU F-Gas quota pressure—commercial VRF choosing a lower-GWP HFC rather than waiting solely on natural-refrigerant architectures.
  • Data-centre and applied thermal hardware moved from software thesis to factory plans. Mitsubishi’s Mason, Ohio IT-cooling plant (week’s market section) pairs with Carrier’s AquaEdge 19XR upgrade (coverage 30 Jul) adding an R-1234ze two-stage centrifugal option—extending week 30’s Carrier–75F AI/controls narrative into equipment-level HFO availability for large chillers. On the hydronic side, Danfoss (1 Aug) redesigned and expanded AB-QM pressure-independent control valves in DN 125–250, a building-side balance signal as commercial HVAC bookings (Trane Q2) and Bosch–JCI channel scale reset who can deliver integrated plants. The week’s technology thread is deployability: R32 VRF that commissions with AI assist, centrifuges with R-1234ze SKUs, and local IT-cooling manufacturing ahead of liquid-cooling demand.
