  • China’s quota clock did not move this week; the operational date is still 31 October for 2027 ODS and HFC quota and initial-transfer applications. MEE’s consultation on the 2027 drafts closed on 3 Sep. Industry write-ups of those drafts still report a freeze of HFC production and use totals at 2026 levels (1.853bn tCO₂ production quota, 0.895bn tCO₂ domestic-use quota, 0.10bn tCO₂ import quota), plus a semiconductor-special increment of 150 t of HFC-236fa. Treat those figures as draft until the final notice. Trade notes on early-September pricing (R32 near ¥65,500–66,000/t) are consistent with a freeze-plus-tight-spot story, not with a new Kigali step.
  • In the two English-speaking jurisdictions tracked since week 36, the friction is still permitting and vouchers, not a new thermodynamic rule. California SB 222 remains enrolled on Governor Newsom’s desk after presentation on 30 Aug; the statutory deadline to sign or veto is 30 Sep. It would standardise non-discretionary permitting for heat-pump HVAC and heat-pump water heaters in existing homes. In Great Britain, Daikin’s week-36 MCS Product Directory listing of 65 air-to-air combinations is still a catalogue step toward Boiler Upgrade Scheme eligibility once MCS coverage of the technology itself is complete—product listing is required; voucher issuance is not yet open.   • The UK’s H1 retrofit print is a demand-and-delivery story, not a technology rejection. DESNZ figures summarised by Cooling Post on 10 Sep put MCS-certified heat-pump installs that replace fossil systems in existing homes at 20,895 through end-June 2026, 22% below the same period in 2025. Annual retrofit installs still rose in 2025 (52,263, +9% on 2024). About 99% of the H1 2026 retrofit count were air-to-water units, concentrated in the South East (18%), South West (14%) and East of England (13%). BEAMA framed the drop as a consumer-proposition problem—electricity-to-gas price relativity and smart tariffs—while LG’s commentary pointed to an implementation bottleneck and skills capacity. That sits beside week 36’s air-to-air MCS catalogue news: listing expands the technology shelf; H1 volumes show the water-based retrofit channel is not yet filling the gap.
  • On the Nordic channel side, Haier used Solar Danmark (announced 7 Sep, introduced at Solar’s Climate & Energy Day on 3 Sep) to push a full R290 air-to-water stack rather than a single flagship SKU. Core Monobloc, Hydro Split and All-in-One units cover 6–16 kW; Mini units at 3.5 and 5 kW target tight footprints; commercial capacities at 26 / 30 / 35 / 40 kW aim at offices, hotels, restaurants and gyms. Training at Solar facilities starts this autumn and is the gate to a six-year warranty. That is a distributor-and-skills answer to the same GWP<150 shelf pressure Midea used IFA for in week 36—different country, same hydrocarbon residential track. Domestically, early-September refrigerant notes kept R32, R410A and R134a firm under quota rigidity and higher anhydrous-HF feedstock costs; treat spot quotes as trade-desk colour until a formal MEE final notice resets the 2027 baseline.

  • Trane’s Sintesis Advantage refresh is a light-commercial reliability and acoustics package, not a refrigerant change. Cooling Post and Refindustry (9–10 Sep) report that CGAF air-cooled chillers and CXAF air-to-water heat pumps up to 350 kW now ship with an improved refrigerant-circuit design and a condensate-management system that evacuates water during operation to cut ice and slip risk in winter. An XXLN super-low-noise option is claimed to reduce sound by up to 10 dB(A) versus standard units without sacrificing seasonal efficiency; CXAF seasonal cooling efficiency is still guided up to about 201%. Units are available to order. Treat the dB(A) and seasonal figures as manufacturer claims until the exact certified combination is on the project submittal.
  • Viessmann’s TectoCore WMx5 preview (9 Sep) is a Chillventa-bound cold-room story built around a small R290 charge. Wall-mounted units use lower-volume condensers, a stated ambient band of −5°C to 43°C, and R290 charge ≤150 g. Viessmann claims at least a 10% EER gain versus the prior WMx3 generation, hermetically brazed joints described as permanently leak-tight, KTL-coated evaporators, and CuNiFe hot-gas coils. The TectoSystem pairing—a TectoCell room plus WMx5—will be shown in Nuremberg; retrofit paths to existing rooms are offered by generation. Charge, leak-tightness language and EER deltas are manufacturer claims; specify the exact room generation before a retrofit bid freezes.
  • No new Chinese product standard took effect this week. JB/T 15555-2026 for ultra-low-ambient air-source heat-pump (chiller) units remains in force from 1 Sep (week 36). GB/T 18837-2026 for multi-split air-conditioning (heat pump) units is still a 1 Nov event. For Northeast and Inner Mongolia winter-2026/27 packages, the practical check is still whether type-test reports and procurement citations have moved from the older low-ambient GB line to the new JB/T where −35°C capability is required.

Why It Matters

  • For UK and Northern European residential: H1 retrofit volumes fell while the air-to-air MCS catalogue and Nordic R290 distributor launches expanded the shelf. Specification and sales teams should not read the DESNZ print as a rejection of heat pumps; they should ask whether the offer is priced, skilled and voucher-ready for the technology actually being sold. Air-to-water still dominates certified retrofits; air-to-air BUS remains catalogue-first.
  • For refrigerant and quota strategy: China’s signal this week was price under a freeze, not a new cut. Keep 31 Oct as the filing hard date and treat 2027 draft totals as provisional. In Europe the hydrocarbon track continues to deepen—from IFA residential SKUs (week 36) to Haier–Solar channel training and Viessmann’s ≤150 g cold-room charge ahead of Chillventa.
  • For project owners: clocks still dominate. SB 222 is unsigned until 30 Sep; Chillventa is four weeks out (13–15 Oct); GB/T 18837-2026 arrives 1 Nov. Treat Trane’s 10 dB(A) / 201% seasonal figures and Viessmann’s 10% EER claim as screening inputs; require the exact certified combination, charge limit and room generation before they enter a financial or tender model.
