Policy & Regulation
China’s FAS 2026/550 energy-efficiency labelling rules for household refrigerators (GB 12021.2—2025) and road/tunnel LED lighting (GB 37478-2019) entered their first enforcement week on 1 Jun 2026. New production and imports must comply immediately; goods manufactured or imported before that date may delay relabelling until 1 Jun 2028. Week-one priorities for manufacturers: complete energylabel.com.cn filings for revised models, align channel inventory with tighter Grade-1 thresholds, and prepare customer messaging. Remaining catalogue items roll out on staggered dates—projectors from 1 Jul 2026, solar water heaters from 1 Aug 2026, range hoods/ventilation fans from 1 Nov 2026, washing machines from 1 Apr 2027, and indoor LED from 1 Sep 2027.
On 29 May 2026 the US Department of Energy issued Program Notice 26-2, revising guidance for the $4.3 billion HOMES and $4.5 billion High-Efficiency Electric Home Rebate (HEEHR) programmes under the Inflation Reduction Act. Rebates no longer cover fuel-switching—households cannot use federal funds to replace fossil-fuel heating with electric heat pumps; funding is limited to upgrading existing electric HVAC/appliances to more efficient electric models or for electric equipment in new construction. Homes may retain fossil-fuel systems when installing a heat pump even if it is not the primary heating source. Launched state programmes must adjust within three months; the Heat Pump Alliance and allied groups criticised the change as undermining the programmes’ decarbonisation intent. This demand-side shift contrasts with week-22 EPA AIM Act TTR revisions that eased supply-side GWP transition limits.
China’s MEE Notice on strengthened ODS and HFC management (环大气〔2026〕8号, effective 1 Mar 2026) continues to drive full-chain registration, record-keeping, and enforcement across production, sales, use, recovery, and servicing. As the first week of June closes, cold-chain and refrigeration contractors should note the approaching ban on on-site polyurethane spray foam using HCFC-141b from 1 Jul 2026—relevant for cold-room and logistics-hub retrofits. Provincial ecology departments are scaling inspection capacity; firms should verify distributor licences, service-unit filings, and recovery records before peak summer maintenance season.
Market & Industry
European heat-pump supply-chain investment accelerated in early June. At the Choose France summit on 1 Jun 2026, Danfoss announced a further €10 million for its Reyrieux site near Lyon—adding to roughly €61 million invested there between 2015 and 2025. The plant produces ~200,000 piston and ~80,000 scroll compressors annually for residential, commercial, and industrial heat-pump applications; the package includes office/production modernisation, facade insulation, and solar roofs covering ~7% of site electricity. A separate €6 million 2026 programme funds R&D labs, prototyping equipment, and additional production machinery. Daikin’s €300 million residential heat-pump factory in Ksawerów, Poland—inaugurated 21 May and widely reported through early June—links to the Ghent R&D centre, extending the post–IEA HPC Vienna supply-chain narrative from week 22.
Chinese securities research on 4 Jun 2026 highlighted sustained tight balance in third-generation refrigerants. The 2026 national HFC production quota remains at 1.853 billion tCO₂ (unchanged vs 2025), with high concentration in R32, R134a, and R125; second-generation HCFC phase-down continues. Demand support comes from trade-in programmes for air conditioners and refrigerators, plus emerging segments such as EV thermal management and AI liquid cooling. Analysts expect leading quota holders to maintain strong margins—reinforcing the economic case for low-GWP and natural-fluid routes discussed in technology and standards sections.
Standards & Compliance
With FAS 2026/550 now in its first enforcement week for refrigerators and road/tunnel LED products, firms must run two parallel label catalogues: heat-pump and chiller units remain under FAS 2025/45 (effective 1 Feb 2025; pre-cutoff inventory may relabel until 1 Feb 2027), while the 2026/550 seven-product schedule governs appliances and lighting on separate dates. Marketing, tenders, and e-commerce listings should cite the correct implementation rule and GB test standard per SKU—mixed old/new labels across channels remain a market-supervision risk.
Mid-year compliance checkpoints stack across regions. EU F-Gas Regulation (EU) 2024/573 has prohibited virgin refrigerants with GWP ≥2,500 for heat-pump maintenance and servicing since 1 Jan 2026 (reclaimed/recycled gases allowed until 2032). Exporters to North America must now map products against three federal layers: EPA AIM Act TTR GWP schedules (week 22), DOE rebate eligibility excluding fuel-switching (this week), and evolving state A2L building-code adoption—AHRI reports A2L refrigerants are permitted in all 50 states with ongoing commercial-refrigeration code work.
Technology & Demonstrations
BITZER’s third Industrial Refrigeration Network Conference (IRN 2026) opens 10–11 Jun at the SCHAUFLER Academy in Rottenburg-Ergenzingen, Germany, under the motto “Driving natural innovation”. The English-language programme features IIAR leadership keynotes and technical sessions on CO₂ chillers, heat exchangers, lubricants, and cybersecurity in industrial refrigeration—positioned as a European platform for natural-refrigerant industrial cooling and heat-pump integration. For fluid screening and industrial decarbonisation routes, see this site’s HTHP working-fluid page and HTHP column.
Danfoss’s Reyrieux investments include one of Europe’s largest ATEX-certified compressor test laboratories—supporting validation of low-GWP and A2L refrigerant transitions as EU F-Gas bans approach from 2027. Combined with Daikin’s Polish volume manufacturing, the European component–system chain is building capacity for natural-fluid and mildly flammable refrigerant platforms even as US federal rebates retreat from fuel-switching—shifting near-term growth emphasis toward EU and Asian policy-driven markets.
