Policy & Regulation
China’s 1 Jul ODS regulatory cluster entered its second enforcement week. Local ecology departments are continuing inspections of cold-room, logistics and industrial insulation sites where on-site HCFC-141b polyurethane spray foam is now prohibited under MEE Announcement 2025 No. 28, alongside the XPS foam HCFC ban (Announcement No. 31) and HCFC solvent restrictions in electronics, instruments and machinery. Industry feedback this week points to accelerating substitution toward HFO and hydrocarbon blowing agents and tighter recovery documentation as peak summer project delivery continues. The HFC-245fa cross-category transfer cap raised to 50% in the week-24 MEE 2027 quota draft remains the primary quota lever linked to this foam transition; the draft is still in public comment as firms prepare 2027 quota filings due 31 Oct 2026.
On 10 Jul Mitsubishi Electric published Unlocking High Temperature Heat Pump Adoption, a UK white paper calling on policymakers to revise rules that restrict high-temperature heat pump deployment and to address the electricity–gas price gap—the “spark gap”—that continues to suppress adoption despite improving technology. The paper notes the UK’s 450,000 heat-pump-per-year target by 2030 and that buildings account for roughly 21% of national greenhouse gas emissions, with four in five homes expected to exist in 2050 already built today. Pilot work with housing association Sovereign Network Group found that Mitsubishi’s Ecodan R290 heat pump delivering flow temperatures up to 75°C could retain existing radiators and microbore pipework, cutting installation time by up to 40%. The message parallels—but does not replace—the EU F-Gas 2027 GWP<150 placement ban that is driving R290 product launches across the continent this month.
The EPA Technology Transitions reconsideration final rule takes effect 27 Jul 2026—approximately 15 days from this briefing. Following the Supreme Court’s cert denial in RMS of Georgia v. EPA (week 27), contractors may continue installing pre-2025 R-410A residential and light-commercial inventory until depleted, a change welcomed by distributors. HARDI, ACCA, PHCC, AHRI and the Alliance for Responsible Atmospheric Policy continue separate DC Circuit challenges to the rule’s temporary GWP relaxation for supermarket, retail food and cold-storage commercial refrigeration to 1,400 from 2027 through 2032. Multinational OEMs must therefore plan for three parallel tracks: shrinking AIM Act HFC supply, contested US end-use deadlines, and tightening EU/UK low-GWP placement rules.
Market & Industry
LG Electronics marked a milestone in industrial heat pumps on 8 Jul, completing commercial operation of a ~1,000 refrigeration-ton (RT) high-temperature system at Ajin P&P’s paper mill in Daegu—the first commercial deployment of a unit developed under South Korea’s Ministry of Trade, Industry and Energy carbon-neutrality R&D programme involving 15 industry, academic and research partners since 2023. The system delivers outlet water at 108°C (maximum 118°C) for paper-drying and other high-temperature process heat, with up to 1,040 RT cooling capacity on the refrigeration side. LG applies proprietary oil-free magnetic bearing technology and R-1233zd refrigerant (GWP=1), replacing fossil-fuel combustion with electricity and waste-heat recovery. The case extends LG’s industrial portfolio beyond the COEX water-source heat pump (2024) and Ørsted district-heating supply (2025), and follows the company’s selection as top bidder for Jeju’s 2026 residential heat-pump distribution project—positioning LG across residential, commercial and industrial segments as Annex 68-style high-temperature applications move from pilot to site deployment.
Europe’s R290 launch wave intensified 8–10 Jul after Systemair’s Geniox HP DFN and LG Therma V monobloc releases (week 27). Haier introduced a commercial R290 air-to-water monobloc range in 26–40 kW classes, cascadeable to 320 kW for offices, hotels and small commercial buildings. Swegon launched Epsilon Zero on 9 Jul—14–45 kW R290 units for light commercial and multi-family housing with leaving water up to 75°C and integrated hydraulics for boiler-replacement retrofits. Daikin extended its Altherma 4 EPSKS R290 line on 10 Jul with 4, 6 and 7 kW units for mid- to highly insulated homes, filling the capacity gap below existing models. Together the releases trace a clear market gradient—residential monobloc (Daikin, LG) through light commercial (Swegon, Haier) to packaged AHU integration (Systemair, IV Produkt)—ahead of the EU’s 1 Jan 2027 GWP<150 placement ban.
Standards & Compliance
FAS 2026/550 projector energy labels are in their second enforcement week; the next catalogue milestone is 1 Aug 2026 for household solar water heating systems—approximately 20 days from this briefing. Firms must continue maintaining dual label catalogues (FAS 2025/45 for heat-pump and chiller units vs 2026/550 for appliances, lighting, projectors and soon solar water heaters) with SKU-level traceability in e-commerce and tender documentation. Products manufactured before each effective date may use legacy labels for up to two years under the stock transition rules. See this site’s heat-pump standards quick reference for the full domestic label schedule.
EU F-Gas Regulation (EU) 2024/573 placement deadlines remain roughly six months away: from 1 Jan 2027, monoblock heat pumps and air-conditioning units ≤12 kW placed on the EU market must use refrigerants with GWP below 150. IV Produkt’s next-generation ThermoCooler HP for the Envistar Flex AHU range became available to order in the UK from 1 Jul, offering R290 (GWP 0.02) or R454C (GWP 146) via the Multiref dual-refrigerant concept—giving consultants a compliance path for self-contained equipment up to 50 kW before the 2027 threshold. Both versions include calibration-free leak detectors; the R290 variant adds IV Produkt’s patent-pending Evacuation Dilution Function. UK policy debate this week (Mitsubishi white paper) adds a domestic layer beyond EU F-Gas—high-temperature R290 products must satisfy both refrigerant placement rules and national installation standards.
Technology & Demonstrations
LG’s Ajin P&P system represents a step change in industrial heat-pump temperature lift. Conventional industrial units typically deliver ~90°C outlet water; LG’s design reaches 108°C with a 118°C maximum, sufficient for paper drying, food sterilisation and chemical processes previously dependent on fossil boilers. The oil-free magnetic bearing compressor eliminates lubricant maintenance and reduces parasitic losses; R-1233zd (GWP=1) keeps direct emissions negligible under AIM Act and EU F-Gas frameworks. With up to 1,040 RT cooling capacity, the unit can serve combined heating-and-cooling industrial loads—recovering waste heat rather than venting it—aligning with IEA HPT Annex 68’s focus on sector integration and high-temperature process decarbonisation.
This week’s R290 launches emphasise commercial scalability and retrofit compatibility. Haier’s monobloc range claims SCOP up to 4.91, leaving water to 80°C, sound levels from ~47 dB(A) and A+++ seasonal efficiency, with leak detection, refrigerant separation and sealed electrical enclosures; up to eight units cascade to 320 kW. Swegon’s Epsilon Zero targets boiler replacement with 75°C leaving water, hermetic scroll compressors, integrated hydraulics and DHW control in 14–45 kW reversible and heating-only versions. Daikin’s Altherma 4 extension adds 4–7 kW R290 monoblocs for smaller, well-insulated homes—completing a product ladder that mirrors the EU’s tiered GWP compliance timeline from residential splits through light commercial to integrated AHU solutions.
