Policy & Regulation
- China’s 1 Jul ODS regulatory cluster entered its fourth enforcement week. Ecology departments continue site checks on cold-room, logistics and industrial insulation projects where HCFC-141b polyurethane spray foam, XPS foam HCFC blowing agents and selected HCFC solvents remain prohibited under the 2025 MEE announcements detailed since week 27. Peak-summer delivery keeps HFO/hydrocarbon blowing-agent substitution and recovery documentation under pressure. The MEE 2027 ODS/HFC quota draft (week 24)—including the raised HFC-245fa cross-category transfer cap—remains in public comment; 2027 quota and initial transfer filings are due 31 Oct 2026.
- US litigation over the EPA Technology Transitions reconsideration intensified six days before the rule’s effective date. On 21 Jul a coalition of 19 attorneys general (co-led by California, Massachusetts and Washington) plus New York City petitioned the DC Circuit, arguing the May final rule is arbitrary and contrary to the AIM Act—especially the interim GWP limit of 1,400 for supermarket and remote-condensing retail food systems from 2027 through 2032 and the shortened lead time before deadline changes take effect. The rule still becomes effective 27 Jul 2026 (~1 day from this briefing): pre-2025 residential/light-commercial R-410A inventory may continue to be installed until depleted, while industry suits (HARDI/ACCA/PHCC, AHRI and allies from weeks 27–29) and the new state petition proceed in parallel.
- In Europe, Spanish food-retail association ASEDAS (coverage 22–23 Jul) called for revising F-Gas (EU) 2024/573, citing high-ambient cooling needs, an estimated €2.5bn retrofit bill, ~10,000 missing technicians and transitional-gas scarcity risks—preferring a 2032 horizon over the sector’s four-year path to 2030. EIA and Spanish NGO Ecodes warned that delaying the phasedown would expose retailers to taxed, illegal or contaminated F-gases and that Spain already leads EU natural-refrigerant installer training (~85% of certified installers). Separately, Greek police (24 Jul) arrested a suspect over 25 cylinders (~286 kg) of R-404A and R-134a smuggled from Albania—another F-Gas enforcement reminder as quota pressure rises.
Market & Industry
- Carrier Global (23 Jul) acquired 75F, the Minneapolis innovator behind cloud-native, wireless, AI-enabled building automation—already sampled via Carrier ClimaVision. Terms were undisclosed; the strategic pitch is end-to-end intelligent buildings from applied systems and data centres to light-commercial retrofits. Carrier plans to fold 75F’s generative/agentic AI and auto-commissioning into WebCTRL, Abound, Nlyte and the QuantumLeap thermal-management suite—pairing equipment with a unified data/AI layer rather than leaving controls as a minority venture stake.
- On the same day, Systemair AB closed its purchase of Temspec Inc. (Mississauga, Ontario): ~90 employees, ~EUR 18m (~CAD 29m) FY24/25 revenue and EBIT margin above Systemair’s target. Temspec’s decentralised HVAC focus—schools and multi-storey buildings, energy efficiency and low noise—folds into Systemair’s ~555-person North American organisation. CEO Robert Larsson framed the deal as making Systemair the “undisputed leader” in school ventilation with a ready sales-rep network. The twin M&A headlines (Carrier software/controls; Systemair school/decentralised HVAC) sit alongside week-29’s Daikin NEXIO Max rooftop and Beijer Ref Q2 strength as North American channel consolidation continues into the EPA TT effective window.
Standards & Compliance
- FAS 2026/550’s next catalogue milestone is 1 Aug 2026 for household solar water heating system energy labels—about six days from this briefing—while projector labels remain in force from 1 Jul. Firms must keep dual catalogues (FAS 2025/45 for heat-pump and chiller units vs 2026/550 for appliances, lighting, projectors and soon solar water heaters) with SKU-level traceability. Looking further, GB/T 18837-2026 for multi-split air-conditioning (heat pump) units takes effect 1 Nov 2026, replacing the 2015 edition. See this site’s heat-pump standards quick reference for the China energy-label schedule.
- UK F-Gas competence body REFCOM (operated by BESA) registered its 10,000th member (23 Jul)—London’s Mayfair Air Conditioning and Refrigeration—amid Building Safety Act scrutiny and surging heat-pump demand. The milestone echoes week-29’s Parts Town UK FCAT1 training signal and the EU’s path to GWP<150 monoblocs by 1 Jan 2027 (now ~five months) plus handler-certification harmonisation by 11 Mar 2027: installer certification capacity remains a bottleneck as hydrocarbon and other low-GWP equipment scales.
Technology & Demonstrations
- Keyter (Spain) launched the Arion eco KZTB high-temperature water-to-water heat pump on R-1234ze (coverage 25 Jul): 584–2,200 kW for industrial hot water up to 87°C. Dual inverter-driven Bitzer screw compressors, two independent circuits and series shell-and-tube condensers with integrated subcoolers target high COP under large source–sink lifts while cutting hydraulic flow, pumping energy and install cost. The package sits on the same industrial-HTHP ladder as week-28’s LG Ajin P&P 108°C case and week-29’s DTI Project 68 standardisation narrative—here with an HFO rather than natural-refrigerant choice, underscoring that outlet temperature, lift efficiency and skid standardisation still gate uptake more than thermodynamics alone.
- SEEP 2026 (University of Rome Tor Vergata, 20–23 Jul) closed with an industrial heat-pump panel featuring EHPA (market overview and statistics) alongside sessions on high-delivery-temperature design and CO₂ heat pumps for high-temperature end uses. Combined with Carrier’s 75F AI/auto-commissioning thesis for data-centre and light-commercial thermal stacks, the week’s technology thread is less about a single refrigerant and more about deployability: controls that commission faster, HTHP skids that hold COP at large lifts, and installer certification that can keep pace with F-Gas and AIM timelines.
