- China’s second 2026 HFC mid-year quota-adjustment window still closes on 31 August: species may be rebalanced provided total CO₂-equivalent quota does not rise and any single species’ cumulative increase stays within 30% of its allocated quota. The same week, MEE published a covering letter (dated 21 Aug, posted 24 Aug) opening consultation on the 2027 ODS and HFC quota drafts through 3 September. The HTML notice does not reprint the quota tables; industry write-ups of those drafts report that HFC production and use totals would remain frozen at 2026 levels, with a semiconductor-special increment for HFC-236fa. Treat those figures as draft until the final notice. 31 October remains the filing date for 2027 quota and initial transfers.
- Two English-speaking jurisdictions clarified how heat pumps and refrigeration actually get onto sites. California SB 222, now on the Governor’s desk, would standardise residential heat-pump HVAC and heat-pump water-heater permitting in existing homes: a single non-discretionary permit path, fee caps, asynchronous inspections from 1 July 2027, and real-time online permits for qualifying installs by 1 July 2028. It does not cover new construction. In Great Britain, GOV.UK’s F-gas ban table (updated 27 Aug) now states that stationary single-split systems used solely to cool products are refrigeration equipment, so they sit outside the GWP-750 single-split air-conditioning prohibition; air-to-water single splits and maritime craft are also listed as exceptions. The British Refrigeration Association welcomed the cellar-cooler clarification after more than a year of uncertainty.
Market & Industry
- Beijer Ref’s Refra agreement is a wholesale-to-OEM move, not a bolt-on distributor. The Malmö group is buying 90% of a Vilnius manufacturer founded in 1994, with an option on the rest. Refra will keep its brand. Beijer Ref puts annual turnover at about SEK 500m with “good profitability” and does not disclose a purchase price. Acting CEO Joel Davidsson—named only two weeks ago—frames the deal as proprietary technology for indirect cooling and heating with hydrocarbons, plus a wider CO₂ customer base beside existing OEM names such as SCM Frigo and Fenagy. Closing is conditional on Lithuanian competition approval.
- The week’s largest cancelled combination was outside equipment but inside the refrigerant-materials stack. Solstice, the 2025 Honeywell Advanced Materials spin-off behind the Solstice HFO family, and Element Solutions mutually ended a $14.5bn cash-and-stock merger announced on 6 July. Both boards cited shareholder preference for remaining independent; no termination fees are payable. Solstice authorised a buyback of up to $500m. For HVAC/R, the practical reading is continuity: HFO process IP, foam blowing agents and Element’s heating-water-treatment and industrial-gas brands stay in separate groups rather than one diversified materials platform. Separately, Nikkei (26 Aug) reported Daikin plans a roughly ¥10bn Mexico plant for data-center air-handling units, with test production targeted for January 2027 and full output around June 2027, as the company aims to lift data-center cooling sales from about ¥150bn in FY2025 toward ¥800bn in FY2030. Carrier’s proposed $433.8m Fort Worth HVAC plant remains a site-selection contest, not a closed investment.
Technology & Demonstrations
- Carrier Transicold’s Vector 8200 is the company’s first engineless multi-temperature TRU, sold through the North American dealer network for stationary trailer cold storage. It draws shore power or other external electricity and uses a TRU-Demand E-Drive system to ride through brownouts and staggered restarts. Four remote-evaporator options cover one-, two- or three-compartment trailers. Published capacities are 58,000 BTU/h at 35°F (~17 kW at ~2°C), 33,500 BTU/h at 0°F (~9.8 kW at −18°C) and 22,000 BTU/h at −20°F (~6.4 kW at −29°C), plus electric heat and defrost. Direct diesel exhaust is eliminated; refrigerant leakage and grid-side emissions remain possible. The use-case is seasonal or emergency yard storage, not line-haul.
- MHI Thermal Systems started European sales of the Preciso TEU series on 25 August via its Osnabrück arm. A first-for-the-company modular split of condenser, evaporator and compressor is intended for electric trucks whose battery packs leave awkward cut-outs. Versus the TU sub-engine trailer range, MHI cites about 30% less volume, 40% smaller opening area and 55% less weight. An economiser cycle is used to keep capacity on large trucks; power can come from the traction battery, an on-board generator or a dedicated TRU battery. The TEU1400MA is a multi-evaporator configuration for mixed-temperature cargo. These are manufacturer claims at launch.
- KIMM, with Chung-Ang University and Samjung Tech, reported a 10 kW chemical-adsorption heat-pump prototype using ammonia and an electrochemical compressor with no mechanical moving parts. The team says cooling can be driven by waste heat around 40°C—well below the ~70°C typically cited for conventional adsorption chillers—and quotes a bed specific cooling power of 346.5 W/kg. The unit is in demonstration testing, not a bankable catalogue product: charge safety, cooling-side temperatures, part-load maps and independent witness tests are still outstanding.
Why It Matters
- For OEM and wholesale strategy: natural-refrigerant capability is being bought, not only distributed. Beijer Ref already had CO₂ and industrial heat-pump OEM names; Refra adds hydrocarbon indirect systems under a retained brand. Bid teams should ask who owns the cycle design, the safety case and the spare-parts obligation after closing—not only which logo is on the unit.
- For refrigerant strategy: the two-track market is unchanged, and the materials layer stays fragmented. R290, CO₂ and ammonia keep gaining OEM shelf space, while Solstice remaining independent means HFO process IP and adjacent specialty chemicals are not folded into one counterparty. China’s 2027 quota drafts should be read as a freeze-plus-reallocation exercise until the final notice, not as a new Kigali step.
- For project owners: this week’s friction was legal and logistical, not thermodynamic. California permitting, GB F-gas product classification and data-center factory announcements all decide whether a technically ready machine can be installed on time. Treat Vector 8200 / TEU capacities and the KIMM 40°C claim as screening inputs; require envelopes, auxiliary power, refrigerant safety measures and independently verifiable references before they enter a financial model.
- Apply the signal: before a product claim enters a budget, use the industrial heat-pump viability guide to align temperature lift, operating overlap, tariffs and payback on one boundary.

- Beijer Ref 收购 Refra 是批发商向 OEM 能力延伸,而不是再买一家经销商。马尔默集团拟购维尔纽斯这家 1994 年成立制造商的 90% 股权,并保留余股期权;Refra 将继续使用自有品牌。Beijer Ref 给出年营收约 5亿瑞典克朗、“盈利良好”,未披露对价。两周前刚就任的代理 CEO Joel Davidsson 把交易定位为:补齐烃类间接冷热的自有技术,并在 SCM Frigo、Fenagy 等既有 OEM 之外扩大 CO₂ 客户群。交割以立陶宛竞争批准为条件。

技术与示范

- 韩国机械研究院(KIMM)联合中央大学与三晶(Samjung Tech)公布 10 kW 化学吸附热泵样机:工质为氨,配无机械运动件的电化学压缩机。团队称可用约 40°C 余热驱动制冷——明显低于常规吸附冷机常说的约 70°C 热源门槛——并给出吸附床单位冷却功率 346.5 W/kg。机组处于示范测试,还不是可融资的目录产品:充注安全、冷侧温度、部分负荷图和独立见证试验仍待补齐。
影响判断
- 对主机厂与批发策略:自然工质能力正在被买下来,而不只是被分销。Beijer Ref 已有 CO₂ 与工业热泵 OEM 品牌;Refra 补的是烃类间接系统,且保留原品牌。投标时应问清交割后循环设计、安全论证和备件义务归谁——而不只看机身上的徽标。
- 对工质策略:双轨市场没有变,材料层仍然分散。R290、CO₂ 与氨继续占据更多 OEM 货架;Solstice 保持独立,意味着 HFO 工艺知识产权与相邻特种化学品不会并到同一对手方。中国 2027 配额征求意见稿在正式通知印发前,应读作“总量冻结加结构重配”,而不是基加利时间表上的新一档削减。
- 对项目业主:本周真正的摩擦在法律与物流,而不在热力学。加州许可、英国 F 气体产品分类、数据中心工厂公告,决定的是一台技术上已就绪的机器能否按期装上。把 Vector 8200 / TEU 的能力值和 KIMM 的 40°C 主张当作初筛输入;进入财务模型前,仍应索取运行包络、辅机功耗、工质安全措施和可独立核验的参考数据。
- 把信号用于项目:产品声明进入预算前,可按工业热泵项目可行性指南统一核对温升、同时运行、能源价格和回收期边界。
