R32 held, R22 market eased

East China R32 is still ¥63,500–64,500/t. The R22 market band on 29 and 30 Oct is ¥17,000–18,000/t.

隆众’s East China note, reprinted by Mysteel at 10:25 on 29 Oct, prints the R22 market band at ¥17,000–18,000/t, export-grade R22 at ¥12,000–12,000/t, feedstock-grade R22 at ¥12,000–12,000/t, and R32 at ¥63,500–64,500/t. The article view cuts off at R125, so the upper end of that grade was not read there. The refrigerant hub, updated 31 Oct, reprints the 30 Oct East China sentence with the same R22 and R32 bands. That reprint also prints R125 at ¥54,000–57,000/t, R134a at ¥63,500–65,000/t, R410A at ¥57,000–59,500/t, and both R404A and R507A at ¥53,000–54,000/t. Export-grade and feedstock-grade R22 are printed with ¥12,000 at both ends. That is a point on those two lines.

Week 43’s morning note of 21 Oct printed refrigerant-grade R22 at ¥19,000–20,000/t. East China notes for 26, 27 and 28 Oct are on the index. Those three were not opened, so the day the band moved from ¥19,000 to ¥17,000 is not written here. On the 29 Oct and 30 Oct sentences that were opened, R32 is still the week 43 band.

Plant sheets sit apart

On 30 Oct, Juhua and Dongyue printed R32 at ¥65,500/t and R22 at ¥24,000/t. Yonghe’s R32 was ¥63,500/t. Dongyang’s R32 was ¥66,000/t.

Juhua in Zhejiang, at 08:35 on 30 Oct, printed R22 at ¥24,000/t, R32 at ¥65,500/t and R125 at ¥60,000/t, each unchanged from the previous working day. The hub reprint of that morning also prints R134a at ¥65,000/t, R410A at ¥60,000/t, and R404A and R507A at ¥54,000/t, each unchanged. Dongyue Lüleng in Shandong, at 08:35 the same morning, printed R22 at ¥24,000/t and R32 at ¥65,500/t, each unchanged. Other grades on that Dongyue reprint are dashes, not prices. Yonghe, at 08:34, printed R32 at ¥63,500/t and R134a at ¥63,500/t, each unchanged. The hub reprint also prints R143a at ¥49,000/t and R410A at ¥57,500/t. R125 on the Yonghe flash is a dash. San’aifu in Changshu, at 08:34, printed R22 as not quoted.

The hub, updated 31 Oct, reprints Dongyang in Ruyuan on 30 Oct: R32 ¥66,000/t, R134a ¥70,000/t, R410A ¥61,000/t, each unchanged. A separate Dongyang flash address was not opened this week. Week 41’s 8 Oct sheet had the same R32 and R134a. On 30 Oct the plant R22 at ¥24,000, the market band at ¥17,000–18,000, and the export and feedstock lines at ¥12,000 are three sheets. Juhua and Dongyue at ¥65,500, Yonghe at ¥63,500, and Dongyang at ¥66,000 are not one R32 price. Yonghe’s ¥63,500 is the floor of the East China band.

The boiler scheme stays at £400 million

The 28 Oct budget keeps the Boiler Upgrade Scheme at £400 million in 2027–28. The same paragraph takes £1 billion of capital grant off the Warm Homes Plan.

The Budget document published 28 Oct says the government will maintain the Boiler Upgrade Scheme at current funding levels of £400 million in 2027–28, rising broadly in line with inflation thereafter. The same paragraph says the government will save £1 billion of capital grant from the Warm Homes Plan. It says the majority of that plan’s funding for low-income households and social housing, delivered by mayors and councils, is protected. The paragraph does not split the £1 billion across streams, and it does not print a household grant amount. A figure of £792 million appears in industry comment. That paragraph does not print it.

The Warm Homes Loan Scheme factsheet is dated 27 Oct, the day before the Budget. The Budget says the scheme has been launched. The factsheet caps the supported loan at £20,000 for an air-to-water heat pump, £10,000 for an air-to-air heat pump when MCS certification is available, and £35,000 for a ground-source heat pump. It says a loan can be combined with a grant of up to £9,000 through the Boiler Upgrade Scheme, and with Home Energy Scotland in Scotland. The rate is up to 5 percentage points below a lender’s regular loan. Ten lenders start the scheme. Some products are interest-free, and some run up to 30 years. Installations other than a heat-network connection are by MCS-certified installers. The factsheet’s saving of up to £550 a year, plus up to £300 with a time-of-use tariff, is for a heat pump, a battery and solar panels together. The factsheet is for households in England, Scotland, Wales and Northern Ireland. A factory project does not borrow on this page.

The tax annex says energy-saving materials return to the reduced VAT rate of 5% from 1 April 2027, and heat batteries join that list from the same day when installed in residential accommodation or charitable buildings. That sentence does not name heat pumps. The temporary 0% VAT rate on household electricity is extended to 1 July 2027. The government has asked Ofgem to abolish gas standing charges, aiming for the end of 2027 or as soon as possible after that, with the cost recovered through the gas unit rate. Electricity standing-charge reform is to be set out next year. From April 2027, the British Industrial Competitiveness Scheme covers more than 10,000 eligible manufacturers in Great Britain and cuts their electricity bills by up to 25%. That sentence is not written as a heat-pump grant. The 25% is not a price to type into a project screen.

The quota filing date has passed

The 15 Oct notice set 31 Oct as the application date. On 1 Nov the ministry list still has no 2027 issuance notice.

The Ministry of Ecology and Environment notice is dated 15 Oct and was printed on 16 Oct. It tells companies to file, by 31 Oct, 2027 production quotas, domestic-use production quotas and use quotas for ozone-depleting substances, and production quotas, domestic-use production quotas and import quotas for HFCs. That date fell this week. Opened 1 Nov, the ministry’s ozone page still lists the 16 Oct notice as the latest item. No 2027 issuance notice is on that list. The 2026 issuance notice on the same list is dated 30 Dec 2025.

The HFC scheme PDF opened with the notice is the printed scheme. Weeks 41 to 43 still described the freeze as a draft. Those issues did not open this notice. The notice date itself is before this week. The PDF sets the 2027 controlled-use production quota at 1.853 billion tCO2, the domestic-use production quota at 895 million tCO2, and the import quota at 10 million tCO2, the same as 2026. The use baseline in the same section is 905 million tCO2, of which the import baseline is 5 million tCO2. The import quota and the import baseline are two figures in that text. On top of the 2026 quotas, the scheme adds 150 t of HFC-236fa production quota for electronic specialty gas, of which the domestic-use production quota is 150 t. Other producers apply for the same controlled-use and domestic-use amounts as after the permanent 2026 adjustment, and the application is not to exceed that amount. Feedstock production has no total cap. After a company receives its 2027 quota, the two adjustment windows are before 30 Apr 2027 and before 31 Aug 2027. A feedstock plant completed after 1 Nov 2026 and selling outside the company uses those same two dates.

Two standard pages say in force

Opened 1 Nov, the openstd pages for GB/T 18837-2026 and GB/T 27941-2026 both say in force. The information platform still says GB/T 27941-2026 is not yet in force.

The openstd page for GB/T 18837-2026, multi-split air-conditioning (heat pump) units, opened 1 Nov, says in force. Publication on that page is 30 Apr 2026. The effective date is 1 Nov 2026. Week 43 opened the same address on 25 Oct, and the label then was not yet in force. The openstd page for GB/T 27941-2026, design and installation requirements for multi-split air-conditioning (heat pump) systems, opened the same day, also says in force, with the same two dates. It prints CCS J 73 and ICS 27.200.

The national standards information platform page for GB/T 27941-2026, opened 1 Nov, still says not yet in force. It prints the same publication date and the same effective date, and it says the 2026 edition fully replaces the 2011 edition. The two labels are two pages. A specification cites the page it was checked against. The openstd label is the one that changed this week. The information-platform label for the installation standard did not.

Dates

Coming up

Three things landed this week: the UK budget on 28 Oct, China’s quota application date on 31 Oct, and the 1 Nov effective date on two multi-split standards. The openstd labels say in force. The information platform still says the installation standard is not yet in force. No 2027 quota issuance notice was on the ministry list. The £792 million figure is in industry comment, not in the budget paragraph. VAT at 20% on public and workplace EV charging, from 1 Nov, is in the tax annex and is not a heat-pump rule.

  • 27 Oct 2026: Warm Homes Loan Scheme factsheet. Caps, the £9,000 grant sentence and the household scope are in the section above.
  • 28 Oct 2026: UK Budget published. Boiler Upgrade Scheme at £400 million in 2027–28. Warm Homes Plan capital grant reduced by £1 billion. The £792 million figure is not in that paragraph.
  • 31 Oct 2026: application date in the MEE notice of 15 Oct, printed 16 Oct. Opened 1 Nov, the ozone page has no 2027 issuance notice. The 2026 issuance notice on that page is dated 30 Dec 2025.
  • 1 Nov 2026: openstd labels GB/T 18837-2026 and GB/T 27941-2026 as in force. Both were published 30 Apr 2026. The information platform, opened the same day, still labels GB/T 27941-2026 as not yet in force.
  • About 11 Nov 2026: the JSA maintenance address used in week 43 now says service is expected to resume around 11 Nov 2026, Japan time. Week 43’s open of that address had no end time. Another maintenance page still says the work started at 16:00 on 22 Oct and the end time is not set. JIS B 8630 and JIS S 2076 were not confirmed as published.
  • 1 Apr 2027: energy-saving materials return to 5% VAT, and heat batteries join that list. The British Industrial Competitiveness Scheme starts in April 2027. The 25% electricity figure is in the budget section.
  • 30 Apr 2027 and 31 Aug 2027: the two HFC quota-adjustment windows after the 2027 quotas are issued. A feedstock plant completed after 1 Nov 2026 uses the same dates.
  • 1 Jul 2027: the temporary 0% VAT rate on household electricity runs to this date. Gas standing charges are aimed for the end of 2027, or as soon as possible after that.
  • 1 Jan 2027: EU GWP<150 limits for defined self-contained air conditioners and heat pumps up to 50 kW, with safety exceptions. China bans production of HCFC-22 multi-split air-conditioning (heat pump) units, from the MEE notice of 2 Sep 2026. Chapter 738’s dates stay as written in week 43. No new California notice was opened this week.
  • 26 Oct–1 Nov 2026 — European Union: no regulation taking effect this week was opened.
  • No opening date: Canada’s heat-pump rebate portal still has no opening date in the week 42 record. No new notice was opened this week.
