The Dutch letter is a direction and a timetable, not a statute. On 7 Oct, housing minister Elanor Boekholt-O’Sullivan wrote to the House of Representatives, also on behalf of the climate minister, that from 2029 a smart hybrid heat pump becomes the starting point when a gas boiler is replaced, in many homes, and that fitting only a new boiler will no longer do. The rule is to be written into the Living Environment Buildings Decree by tightening the existing efficiency requirement for heating installations. That requirement is technology-neutral and is to be set so that a hybrid heat pump meets it. A fully electric heat pump meets it too. A boiler alone, infrared panels or an electric heater do not. It would apply at replacement—usually a move, a renovation or the end of the boiler’s life—not as a forced early scrap. Three cases are already marked as undesirable or not feasible in 2029: homes due to be connected to a heat network in the short term; apartment buildings, where space, noise and a small heat load can make a heat pump a poor fit; and monuments, where a heat pump needs a heritage permit and a refusal would make compliance impossible. The precise boundary is still being drawn, and whether schools and commercial buildings are inside the norm is still an open cabinet choice. An external study of payback within the equipment’s life is due in early 2027. After the spring 2027 decision on further climate measures, the minister will write again; consultation and parliamentary preview are planned for the summer and autumn of 2027; publication of the decree changes is planned for mid-2028, so that 2029 is the earliest entry the letter itself calls feasible. The 65% less gas for heating and the more-than-30% cut in the home’s CO₂ are Milieu Centraal’s description of a hybrid heat pump already in use. The letter’s own footnote says the saving depends on gas use, dwelling type, insulation and energy prices. They are not an evaluated effect of a rule that is not yet written. “Smart” means controllable: able to heat outside grid peaks or when the power price is low. The letter points to a Dutch Technical Agreement drawn up with the sector and does not print its number. NEN’s record for NTA 8171:2026 gives 1 Oct as the publication date and 6 Oct as the registration date; NEN’s news item is dated 7 Oct. That agreement applies to heat-pump installations on the low-voltage network with a maximum thermal capacity of 70 kW, for space heating, domestic hot water and/or space cooling. The 2029 norm is not thereby limited to 70 kW; the letter has not yet said how the agreement will be used above that line.
China’s compliance shelf did not move. The 31 October deadline for 2027 ODS and HFC quota and initial-transfer applications is unchanged, and the draft freeze of HFC production and use totals at 2026 levels stays provisional until a final notice. MEE announcement 2026 No. 42 still bans production of HCFC-22 multi-split air-conditioning (heat pump) units from 1 January 2027, with product scope tied to the annex and to GB/T 18837-2026, effective 1 November. JB/T 15555-2026 remains in force from 1 September. A scan of the national standards platform on 11 Oct did not turn up a new refrigeration or heat-pump product standard taking effect between 5 and 11 October. GB/T 18837-2026 is still marked as not yet in force, with 1 November as its effective date. In Japan, no new JIS heat-pump requirement was found taking effect this week; JIS B 8615-1:2025 (issued 21 April 2025) remains the standing test method for non-ducted air conditioners and heat pumps, and the JSA record still lists it as current. On the California page, checked 11 Oct, SB 222 is still labelled enrolled, last action 30 Aug (“presented to the Governor”), house location “Governor”, and no chapter number is posted. The enrolled dates from week 40 therefore stay conditional on a chapter. On price, three tapes do not make one band. 隆众’s East China note of 9 Oct, carried on Mysteel, gives a mainstream R32 band of ¥63,500–64,500/t, tighter at the top than week 39’s ¥63,500–65,500/t. Juhua in Zhejiang, on 10 Oct, held R32 at ¥65,500/t, unchanged on the day. Dongyang in Ruyuan, Guangdong, on 8 Oct, held R32 at ¥66,000/t and R134a at ¥70,000/t, both unchanged on the day. The two plant quotes are not the East China band.

AHRI’s August print is a U.S. factory shipment, and it should sit beside—not be added to—Canada’s rebate ceiling, week 40’s EHPA count, or the UK series from week 37. The release, published 9 Oct, counts 756,739 central air conditioners and air-source heat pumps in August 2026, 11.4% above 679,378 in August 2025. Inside that total, air conditioners are 418,323 (+17.2%, from 356,930) and air-source heat pumps are 338,416 (+5.0%, from 322,448). Year to date, the combined total is 6,390,257 (+6.2%), air conditioners 3,481,613 (+6.5%), and heat pumps 2,908,644 (+5.7%, from 2,751,248). The combined 11.4% is pulled by air conditioners. Set the 338,416 heat pumps next to Canada’s still-unopened ceiling of 820,000 households, EHPA’s 1.16 million residential units across 12 countries in the first half, and week 37’s MCS retrofit count for existing UK homes (20,895 in H1, −22%). One is August shipments. One is a rebate that has no opening date. One is manufacturer sales in 12 countries. One is certified fossil replacements. Do not add them.
Three other announcements belong in different files. Beijer Ref (9 Oct) completed the purchase of 90% of Refra, the Lithuanian maker of natural-refrigerant HVAC/R systems, with an option on the rest, after unconditional approval from the Lithuanian competition authority. Refra stays under its own brand and enters the group accounts on 9 Oct. The closing release does not repeat a turnover. The 24 Aug agreement put annual turnover at about SEK 500 million, with what Beijer called good profitability. Treat the SEK 500 million as the August figure, not a tested duty in the closing note. LG Electronics USA (5 Oct) signed a long-term agreement with AIR Control Concepts to supply chillers for AI data-centre projects in the United States and Canada exceeding 5 GW of capacity. The company release does not state a contract price, a refrigerant or a heat-pump COP. It is a data-centre cooling capacity story, in the same file as week 40’s Slovakian floor area, not a dwelling heat pump. On 9 Oct the Governor of New York said Solstice Advanced Materials will spend $49 million to renovate its Peabody Street research site in Buffalo, adding 12 jobs to a workforce of about 180. Refrigeration is one of several industries named. That is a laboratory address, not a new refrigerant price.

Two R290 machines arrived this week with different evidence, and the numbers do not travel between them. Carrier’s AquaSnap 61WH product page describes a water-source heat pump, GWP 0.02 on an AR6 basis, producing hot water up to 78°C, and lists boiler replacement among the uses. Cooling Post (8 Oct) and Natural Refrigerants (9 Oct) put the modular heating capacity at 50–824 kW. That kilowatt span is theirs, not a figure on the product page consulted here. No charge, SCOP or source-side temperature is stated. Do not borrow the February 2025 air-source 61AQ (40–140 kW, modular to about 560 kW, up to 75°C). Separately, Natural Refrigerants (9 Oct) reports Johnson Controls’ YORK YMAE-P as a reversible air-to-water R290 unit of 90–360 kW, producing hot water up to 80°C at an ambient temperature as low as −25°C, to be shown first at Chillventa. The company flyer linked from its 1 Oct post did not open here, so no GWP is taken from that post, and the 80°C / −25°C pair is the trade report’s, not a tested project lift. Week 36’s Sabroe line is not this machine.
Natural Refrigerants (9 Oct) also reports that INTEGASA is building a 7 MW ammonia spray chiller, the first of six, for two wastewater heat pumps of 25 MW and 20 MW on a Danish district-heating network. The manufacturer’s own spray-chiller pages describe other jobs, including a Swiss heat-pump cooler, and do not carry this Danish rating. Treat the 7 MW, the six units and the two heat-pump sizes as the trade report’s figures. No ammonia charge in kilograms is stated. “Exceptionally low” is the company’s phrase, as relayed, not a measured inventory.
The installer item is a pipe, not a seasonal rating. Heat Pump Association UK’s external pipework insulation guide is dated 5 Oct (version 1.0). Its own scope is a monobloc air-to-water heat pump outdoors within the curtilage of a house. The document says it does not cover flats, multi-occupancy buildings, high-rise dwellings or commercial buildings. Cooling Post (7 Oct) reports that MCS has endorsed it and that external pipework insulation is the leading non-conformity on MCS audits; that ranking is the report’s, and it is not a sentence in the guide’s opening pages. It sits next to week 40’s French R290 assembly line: the missing number there was the line rate; the missing practice here is continuous, sealed insulation on the outdoor run. Secon, reported on 8 Oct, will show an indoor water-cooled R290 module at Chillventa with flow temperatures up to 75°C. That is a stand item, not a commissioned plant. No new Chinese product standard took effect this week.

Why It Matters
Do not add the counts. A Dutch letter sets 2029 as the earliest date for a hybrid standard that is not yet in the decree. Canada’s rebate ceiling is 820,000 households, and the portal has no published opening date. EHPA’s first-half residential sales were 1.16 million units across 12 countries. UK certified retrofits in existing homes were 20,895 in that half-year, down 22%. AHRI’s August air-source heat pumps rose 5.0%, to 338,416; the 11.4% belongs to the combined air-conditioner and heat-pump total, which air conditioners pulled. Each series answers a different question. A letter is not a mandate, a rebate that is not open is not a sales print, and a combined shipment rate is not a heat-pump rate.
Follow the address before the brochure. Refra’s SEK 500 million is an August turnover under a close dated 9 Oct; the closing note does not restate a tested duty. The extra 5 GW is chiller capacity for compute projects, and the contract price is not in LG’s release. Buffalo’s $49 million is a research building, not a molecule. The 78°C on the 61WH page is a catalogue water temperature; the 50–824 kW span is trade press. The YMAE-P’s 80°C at −25°C is a trade report of a Chillventa debut, and the linked flyer did not open. China’s refrigerant signal is three tapes—East China ¥63,500–64,500/t on 9 Oct, Juhua at ¥65,500/t on 10 Oct, Dongyang at ¥66,000/t on 8 Oct—under an unchanged 31 Oct filing date.
For project owners, the clocks split. Chillventa’s congress is 12 Oct, tomorrow, and the fair is 13–15 Oct. The UK budget is 28 Oct. China’s 2027 quota filing is 31 Oct. GB/T 18837-2026 is 1 Nov. The Dutch decree is planned for mid-2028, for a 2029 start, after a spring 2027 decision and a summer–autumn 2027 consultation. Canada’s portal has no date in the Prime Minister’s release. SB 222’s own dates stay those of the enrolled text—1 Jan 2027, 1 Jul 2027, 1 Jul 2028—until a chapter number is on the legislature page. 1 Jan 2027 is still the shared date for the EU self-contained GWP<150 limits and China’s ban on producing HCFC-22 multi-split units.
Apply the signal: the week’s lever is a replacement rule and a breakdown rebate, not a nameplate, and a shipment print is not a project lift. The Dutch exceptions—heat-network homes, apartments, monuments—and the Canadian opening date that has not been printed are boundary conditions. The industrial heat-pump viability note sets out why a future boiler rule, a rebate that pays when the furnace fails, or an August shipment count, still has to pass temperature lift, operating overlap and the incumbent energy price before it becomes a project.
