The Chinese quota calendar has moved from consultation to filing. The second 2026 HFC mid-year adjustment window closed on 31 August. MEE’s covering letter on the 2027 ODS and HFC quota drafts—posted 24 Aug, comments due 3 Sep—is now closed. Industry write-ups of those drafts still report a freeze of HFC production and use totals at 2026 levels (1.853bn tCO₂ production quota, 0.895bn tCO₂ domestic-use quota, 0.10bn tCO₂ import quota), plus a semiconductor-special increment of 150 t of HFC-236fa. Treat those figures as draft until the final notice. 31 October remains the date for 2027 quota and initial-transfer applications; two in-year adjustment windows are planned for 30 Apr and 31 Aug 2027.
Two English-speaking jurisdictions are still about how heat pumps get onto sites, not about a new thermodynamic rule. California SB 222 remains on Governor Newsom’s desk after being presented on 30 Aug; he has until 30 Sep to sign or veto. It would standardise non-discretionary permitting for heat-pump HVAC and heat-pump water heaters in existing homes, not new construction. In Great Britain, Daikin’s MCS directory listing (below) is the first product-level step toward air-to-air BUS support that more than 50 MPs pressed MCS and UKAS to unlock in week 32. Product listing is required; voucher issuance is not yet open. The EU’s 1 Jan 2027 GWP<150 placement limits for defined self-contained AC/heat-pump categories up to 50 kW are unchanged.

SLB’s Kelvion agreement is an infrastructure-stack purchase, not a chiller-OEM bolt-on. The Houston group is paying about $3.4bn cash and assuming about $0.7bn of debt for a century-old heat-exchanger house whose 2026 revenue is guided at $2.3–2.4bn and adjusted EBITDA at $350–400m. Data centres are already Kelvion’s largest and fastest-growing end market, guided at $1.2–1.3bn of 2026 revenue; heat pumps, renewables, carbon capture and process duties sit beside that. SLB says the deal more than doubles its revenue opportunity per gigawatt of delivered data-centre capacity and targets $4.5–5bn of combined data-centre revenue in 2028, with about $120m of annual EBITDA synergies within three years. Closing still needs regulatory approvals and is aimed at H1 2027. For HVAC/R bid teams, the counterparties on plate, shell-and-tube and dry-cooler packages in AI halls may sit inside an oilfield-services group rather than a traditional refrigeration OEM.
On the residential side of the same week, Chinese brands used IFA Berlin (4–8 Sep) to push hydrocarbon SKUs into Europe rather than to restate the domestic cold-year. Midea’s R290 series—H-Pack and PortaSplit, with PortaSplit slated for R290 in 2027—is a retail-channel answer to the EU’s 2027 self-contained GWP<150 step. That is a different stack from the commercial VRF R32 platforms still shipping (Clivet’s CVT9, covered in week 32). The domestic context is a stock market, not a volume boom: trade write-ups of the 2026 cooling year put global room-AC shipments down and frame data-centre cooling as the structural increment. Treat IFA claims as launch copy until Eurovent or equivalent numbers are on a nameplate.

JB/T 15555-2026 is now the mechanical-industry product standard for ultra-low-ambient air-source heat-pump (chiller) units. Published 13 Feb 2026 and in force from 1 Sep, it applies to motor-driven vapour-compression machines that use air as the heat (or cool) source and can still produce hot or chilled water at outdoor temperatures of −35°C or above. That sits below the −25°C / −30°C band commonly cited for GB/T 25127.1-2020 low-ambient commercial units and NB/T 11505-2024 cascade heating units. For Northeast and Inner Mongolia tenders, the practical change is the citation: type-test reports and procurement specs written to the older low-ambient GB line should be checked against the new JB/T before winter-2026/27 bid packages freeze. The text covers type, basic parameters, technical requirements, test methods, inspection, marking and packaging; it is an industry standard, not a GB mandatory.
Gree’s late-August CMIF identification of a large-lift cooling-and-heating screw cascade high-temperature heat pump was followed this week by a 1 Sep product note. The claimed rating condition is 7°C chilled water with 130°C hot water, a lift of 130 K, and a combined COP of 3.36 versus a boiler-plus-chiller baseline that Gree puts at about 60% energy savings. The architecture is described as a dual-circuit, four-stage compression cascade. A battery-plant retrofit is cited with more than 1.03 GWh of annual electricity saved. These are manufacturer and identification-committee figures, not an independently published performance map; charge, part-load, defrost and the actual steam-side interface should be requested before the machine enters a process-heat model. GB/T 18837-2026 for multi-split units remains a 1 Nov event, two months after this JB/T.
Daikin’s MCS listing is a certification-pathway story, not a new outdoor unit. Eurovent, acting as an MCS certification body, transferred already-certified performance data for 65 residential combinations: 45 multi-split (one outdoor with two to five wall indoor units) and 20 Multi+ (up to four indoors plus a DHW tank). No additional product re-test was required. The systems use the Perfera indoor. MCS product listing is a required step toward air-to-air eligibility under the Boiler Upgrade Scheme, Warm Homes: Local Grant and related funds—once MCS certification for the technology itself is complete. Installers quoting BUS on the back of this week’s announcement would be ahead of the scheme. Specify the exact certified combination; a near-SKU is not listed.
Analysis
Why It Matters
For data-centre and industrial cooling: thermal management is being bought by infrastructure groups, not only by HVAC OEMs. SLB–Kelvion follows Madison Air–ebm-papst (week 34) in pulling heat transfer, airflow and modular plant into a capacity-delivery story. Specification teams should ask who owns the cooler selection, the water-side fouling case and the spare-parts obligation after closing—not only which logo is on the coil.
For refrigerant and quota strategy: China’s 2027 drafts should still be read as freeze-plus-reallocation until the final notice. The operational task this week is the 31 Oct filing, not a new Kigali step. In Europe the two-track shelf is unchanged: R290 at IFA for self-contained residential, R32 still on commercial VRF, and MCS beginning to catalogue air-to-air without yet paying for it.
For project owners: this week’s friction was clocks and catalogues. California permitting is unsigned, UK air-to-air grants are not voucher-ready, and JB/T 15555-2026 is in force while GB/T 18837-2026 is not. Treat Kelvion revenue guides, Gree’s 7/130°C COP and Midea’s 10% IFA claim as screening inputs; require envelopes, independent maps and the exact certified SKU before they enter a financial model.
