China’s 1 Jul ODS regulatory cluster entered its sixth enforcement week. Ecology departments keep site pressure on cold-store, logistics and industrial insulation projects where HCFC-141b spray foam, XPS HCFC blowing agents and selected HCFC solvents remain prohibited under the 2025 MEE announcements tracked since week 27. Peak-summer delivery still stresses HFO/hydrocarbon substitution paperwork and recovery logs. The MEE 2027 ODS/HFC quota draft (week 24)—including the raised HFC-245fa cross-category transfer cap—remains open for comment; 2027 quota and initial transfer filings are due 31 Oct 2026.
One week after the EPA Technology Transitions reconsideration took effect (27 Jul), trade association commentary sharpened the medium-term supply conflict. ACCA’s 5 Aug analysis notes that interim GWP relief for supermarket/remote-condensing systems (notably the 1,400 ceiling through 2032) and the removal of the residential/light-commercial legacy R-410A install cutoff do not change the AIM Act’s production/consumption schedule—the next big step is still a cut to ~70% of baseline by 2029. EPA itself has previously flagged that HFC demand could exceed allocations from 2029 without further action, so contractors and OEMs face a “delay for deployability” near term against a tighter gas-balance later.
Across the Atlantic, UK enforcement stayed loud. The Environment Agency’s 5 Aug civil-penalty list imposed more than £116,000 on five companies—Celsius Hire (£48,519.10), Krone Trailer UK (£48,000), Emicon-UK (£13,205.70), SL Services Southern (£3,300) and Parkair.UK (£3,000)—mainly for placing pre-charged HFC refrigeration/AC/heat-pump equipment on the GB market without accounting for the charge under F-gas Article 14(1). The same day, ADL Air Conditioning drew a £1,230 penalty for undertaking activities without proper F-gas certification. Separately, more than 50 MPs (7 Aug) pressed MCS and UKAS to finish air-to-air product/installer accreditation so households can claim the Boiler Upgrade Scheme’s up-to-£2,500 ATA grant that legislation already enables but voucher issuance still blocks.

Controls and applied thermal demand stayed firm in Europe. Carel Industries (6 Aug) reported first-half 2026 revenue of €370.1m, up 20.9% year on year—another datapoint that OEM and retrofit programmes for low-GWP refrigeration, heat pumps and data-centre cooling are still feeding component and controls order books after week 31’s Trane bookings and Bosch–JCI Home Comfort close.
Show-floor scale reset the autumn calendar. Chillventa 2026 (coverage 8 Aug) already lists 1,095 exhibitors for 13–15 Oct in Nuremberg—above 2024’s 1,010 and the prior 2018 peak of 1,019—after organiser NürnbergMesse added Hall 1 and lifted available space to about 85,930 m². The booking surge, two months before doors open, is a leading indicator for who will showcase R290 monobloc platforms, CO₂ retail packs and A2L VRF ahead of the EU 1 Jan 2027 GWP<150 self-contained placement rules.
Project and M&A aftershocks continued to define channel geography. Lu-Ve (coverage 6 Aug) supplied 28 CO₂ air coolers to a newly built ~62 m-high single-storey automated cold store in China—one of the tallest of its type—underscoring Asian cold-chain height and natural-refrigerant hardware. Atlas Copco’s mid-July agreement to acquire Guangdong Euroklimat (industrial chillers/heat pumps; ~RMB 1.28bn 2025 revenue; close targeted in Q3 2026) remains the industrial-process heat-pump consolidation to watch as Bosch integrates the former JCI Home Comfort network through end-2027.

Domestic labelling is now in its second week under FAS 2026/550 and GB 26969-2025 for household solar water-heating systems (in force 1 Aug); pre-1 Aug stock may delay labelling to 1 Aug 2028. Firms still juggle dual catalogues—FAS 2025/45 for heat-pump/chiller units versus 2026/550 for appliances and solar DHW—at SKU level. GB/T 18837-2026 for multi-split air-conditioning (heat pump) units remains on track for 1 Nov 2026.
Competence and test capacity moved from soft constraint to hard investment. ILK Dresden (8 Aug) is expanding R290 compressor test capability to volumetric flows up to about 48 m³/h, a direct response to hydrocarbon monobloc and commercial heat-pump programmes racing the EU 1 Jan 2027 GWP<150 self-contained placement ban (now under five months). The UK F-gas civil penalties the same week underline that quota accounting for pre-charged imports and handler certification are as binding as thermodynamics; IOR Skills Alliance’s London date (24 Sep 2026) and the 11 Mar 2027 handler-certification harmonisation clock are unchanged.

Commercial VRF on R32 kept shipping new SKUs even as monobloc Europe pivots to hydrocarbons. Clivet (3 Aug) introduced the CVT9 (CVT9-Y) R32 heat-pump outdoor range—five single-module sizes from 25.2 to 45 kW, combinable to 90 kW—with EasyCom free-topology bus, IEC 60335-2-40-aligned shut-off valve boxes and leak sensors for small-room indoor installs, EVI inverter scroll, SCOP up to ~4.9 / SEER up to ~8.6, and Eurovent certification. The launch sits beside week 31’s Samsung DVM S2 R32: commercial VRF choosing a lower-GWP HFC platform while EU self-contained ≤50 kW rules push R290 for 2027.
Natural-refrigerant hardware and field trials filled the applied column. Lu-Ve’s 62 m Chinese CO₂ cold-store cooler package (market section) pairs with Trane’s reported field trials (coverage 6 Aug) of an autonomous solar-powered cold-storage container—another deployability story for off-grid and resilience use cases. On the R&D bench, ILK Dresden’s expanded R290 compressor rigs (standards section) and Danfoss’s Chillventa preview of R290 scroll/vapor-injection packages plus high-temperature industrial heat-pump screws (process temperatures toward 120 °C) sketch the component stack OEMs will show in Nuremberg.
