R32 held, R22 eased

East China R32 is still ¥63,500–64,500/t. The R22 market price is ¥19,000–20,000/t, down ¥1,000 from the previous working day.

隆众’s morning note at 08:56 on 21 Oct prints East China ex-factory reference prices. R32 is ¥63,500–64,500/t, mainstream ¥64,500, change 0. Refrigerant-grade R22 is ¥19,000–20,000/t, mainstream ¥19,000, down ¥1,000 from the previous working day. The East China note at 17:50 on 20 Oct still printed R22 at ¥20,000/t. The morning note says the change is a point price against the adjacent working day, not a daily average. The East China note at 16:18 on 21 Oct prints the same band.

The export table in that morning note is August and September. R32 exports are 2,559.814 t in August and 4,354.166 t in September, with average prices of $8,365.872/t and $8,041.375/t. R22 exports are 7,036.583 t and 8,081.814 t, with average prices of $2,309.830/t and $2,213.764/t. The arrows on the table are 隆众’s estimate for the next period. The note also says R32 plants are running near 40%, and spot supply is mostly on contract. The October hydrogen-fluoride tender, ¥14,500–14,800/t delivered, is a feedstock price.

Plant quotes are another sheet

The morning note’s big-plant R32 offer is about ¥65,500/t. Meilan in Taixing, on 23 Oct, printed R32 at ¥64,500/t and R22 at ¥24,000/t.

The same 21 Oct morning note puts the mainstream plants’ R32 ex-factory offer near ¥65,500/t, and prints the China-market offer and the export offer at that same level. At 08:38 on 23 Oct, Meilan in Taixing, Jiangsu, printed R32 at ¥64,500/t and R22 at ¥24,000/t, each unchanged from the previous working day. The ¥24,000 R22 and the market ¥19,000 are two sheets. The ¥65,500 plant offer and the ¥63,500–64,500 market band are two sheets as well. Juhua and Dongyue did not have a new quote opened this week. On 16 Oct, in week 42, Juhua’s R32 was ¥65,500/t and its R22 was ¥24,000/t; Dongyue Lüleng printed the same two figures. That was last Friday’s sheet.

80°C needs the air temperature

Refra’s marketing lead said 80°C water at 0°C air, and 75°C water at −20°C air. There is no test sheet with the interview.

The Natural Refrigerants interview of 22 Oct adds the air temperature that week 42 did not have. Ilona Pavšukova, Refra’s head of marketing, said the air-to-water R290 heat pump can hold 80°C water when the air is down to 0°C, and 75°C water when the air is down to −20°C. The unit has four independent circuits, heating capacity 30–400 kW, a 45 bar high side, Dorin compressors and Danfoss controls. In cascade she said 1–2 MW, and that the total depends on the site. Third-party safety certification to EN 378 is also her statement. The note has no test sheet.

The same interview describes the AirCooledCO2 Galaxy booster: 62–267 kW medium-temperature cooling, 8–59 kW low-temperature cooling, and custom builds up to 1 MW, with Bitzer compressors. The gas cooler, receiver and controls are in one package. Those are stand descriptions. To set a water temperature against a real site, write the air temperature, the supply temperature and the load on one sheet. The industrial heat-pump viability guide is the place to check those three. It does not turn an interview into a test report.

The 450 kW compressor is not on sale yet

Mirai’s MT 450 HP has no named customer and goes on sale in the middle of next year. The 700 orders are for the smaller machines.

The Natural Refrigerants note of 20 Oct, updated 21 Oct, names the machine MT 450 HP. Mirai has not announced a customer. Sale is the middle of next year. Hot water up to 73°C, ambient −20°C to 35°C, optional to 45°C, was already in week 42. The more than 700 orders for 2027 are still the smaller MT 290 and MT 350, at 290 kW and 350 kW. Sergey Kravtsov, director of business development, said the smaller machines did half a million starts and stops on a stress test with no performance degradation, and that load can run from 30% to 100%. He also said they cost a bit more than other R290 compressors. That is a booth interview. The test is on a test stand. ENGIE Refrigeration is developing a chiller platform on the Danfoss R600a Turbocor compressor for comfort cooling. The note says the platform is in development.

The California page now shows Chapter 738

Checked 25 Oct, the legislature page shows Chapter 738, dated 28 Sep. That is a residential permit statute. It is not a factory approval.

The California legislature status page, opened 25 Oct, shows SB 222 as chaptered. Chapter 738, Statutes of 2026, is dated 28 Sep. The governor approved it the same day. House location is Secretary of State. The page marks it inactive, chaptered, and non-urgency. In week 42 that page returned 403. On 11 Oct it still said enrolled, with no chapter number. The chapter date sits before this week. What changed this week is that the official page itself now shows the number. The statute covers residential heat-pump water heaters and residential heat-pump HVAC. A factory project does not take its permit from this chapter. A homeowners’ rule that blocks a resident from installing one of these heat pumps is written as void. That is still housing.

The working dates are in the chapter text opened the same day. From 1 Jul 2027, a city or county offers asynchronous inspection of these residential installations, so the contractor and the inspector do not have to stand there together. On or before 1 Jan 2028, a city or county may require up to one nondiscretionary permit for an installation it approves administratively. A panel change or structural work can have its own permit. A building official can require more than one permit with written findings of a specific health or safety impact and no feasible way around it. On or before 1 Jul 2028, qualifying swap-outs get an online permit in real time: no new panel, no structural work, and a like-for-like replacement. Smaller cities and counties have exceptions in the text. The permit-fee cap is $150 for a heat-pump water heater and $200 for heat-pump HVAC. Section 51297.57 writes the exception as a city under 5,000 people and a county under 150,000, including cities in that county. Another section in the same chapter uses “or”. Quote the chapter when using the exception. Third-party technology fees sit outside the cap. A city can still charge more after showing the reasonable cost. The status page says the bill is non-urgency. The default start of a non-urgency California statute is 1 Jan 2027. These dates come from the 28 Sep chapter. They were not written this week.

Two Japanese standards were not on the shelf

The issue list has been in maintenance since 22 Oct. The 20 Oct announcement was three shoe-heel standards.

Week 42’s issue list put JIS B 8630, commercial refrigerators and freezers, and JIS S 2076, hybrid water-heater efficiency, on 20 Oct. Opened again on 25 Oct, that address is a maintenance notice: emergency maintenance from 16:00 on 22 Oct, end time not set. The JSA announcement of 20 Oct is three women’s shoe-heel standards, JIS S 5041, JIS S 5042-1 and JIS S 5042-2. The commercial-refrigerator standard and the hybrid water-heater standard stay unchecked. They are not written here as published.

Dates

Coming up

Nothing new took effect this week. Four headlines stay out of the stories: Tongling on 22 Oct reposted the 2 Sep production ban; the Wiesbaden store piece says the project was announced in May; the 53% heating figure is an older hypermarket model, and ACHR’s article is 16 Oct; the North American condensing-unit piece is 19 Oct, from a late-September conference, and 100–300 units is a 2027 sales expectation.

  • 20 Oct 2026: JSA announced JIS S 5041, JIS S 5042-1 and JIS S 5042-2, three shoe-heel tests. The refrigeration issue list, opened 25 Oct, is the maintenance page that started at 16:00 on 22 Oct. JIS B 8630 and JIS S 2076 were not confirmed as published.
